KUALA LUMPUR: All MySejahtera app data is fully owned by the government and there is a non-disclosure agreement (NDA) in place with its developers, says Khairy Jamaluddin.

The Health Minister said the data was protected even though there was no existing contract with the developers.

Khairy said the custodians of the data have always been the National Cyber Security Agency (NACSA), the National Security Council (NSC) and the Malaysian Administrative Modernisation and Management Planning Unit (Mampu).

Khairy said the issue at hand was the maintenance of the platform and noted that the Health Ministry would always ensure that the data was not compromised.

“If they do not agree that MySejahtera is owned by the government – except perhaps specific platforms that use their source code and others – then we will not continue the agreement with them.

“The data is safe as the data is monitored by the Ministry. We did not give consent to any party. This data is not being shared with private parties and it is only used for the purpose of public health,” he said during a press conference after the launch of the United Nations University International Institute for Global Health (UNU-IIGH) book titled “Systems Thinking Analyses for Health Systems Policy and Systems Development: A Malaysian Case Study” on Monday (March 28).

MySejahtera was created by KPISoft, which has since changed its name to Entomo, as a corporate social responsibility initiative.

However, it was then sold to mySJ Sdn Bhd.

Khairy clarified that they started negotiations with KPISoft as he noticed that there was no contract.

“It was all being done as KPISoft’s CSR, there were no payments made. But when I was appointed as the Health Minister I wanted to regularise this service as we cannot have it as a CSR forever,” he said.

He said that was why negotiations with KPISoft started after he informed the Cabinet of this issue.

He said KPISoft then said they had changed their name and had given the license to mySJ Sdn Bhd to manage the platform and the government started discussions with mySJ.

Khairy said they hoped negotiations would be successful, adding that should this fail, the government would choose another vendor to manage the platform.

When asked how much was paid to MySJ, Khairy said there was none.

On Sunday (March 23), Datuk Seri Anwar Ibrahim raised concerns about the sale of MySejahtera to a private company as it contained health-related information of millions of Malaysians.

Anwar raised substantial concerns about data privacy and the potential abuse of private health-related data of Malaysians.
