Montgomery County prosecutors said Thursday that a second teenager has been charged with murder in a shooting at a basketball court in Germantown that left one man dead and three teenagers wounded last month.

Samuel Lee Powers, 17, of Gaithersburg was charged as an adult with one count of first-degree- murder and three counts of conspiracy to commit first-degree murder.
Based on witness testimony, authorities allege that Powers directed 14-year-old Shilen Wylie to “shoot the victims” at the outdoor court at the Plum Gar Community Recreation Center, according to charging documents and police.
Prosecutors said the Aug. 18 shooting injured a 16-year-old, a 13-year-old and a 15-year-old, and killed Axel Trejos, 20.

According to prosecutors, Wylie and a friend went to the recreation center because of a dispute the friend had with the 16-year-old.

The friend of Wylie’s began a fistfight with the 16-year-old, prosecutors said. Powers was standing next to Wylie during the fight, according to charging documents citing witnesses.

According to the charging documents, after Powers allegedly directed Wylie to shoot, the 14-year-old “produced a handgun and began shooting the victims,” and Powers then fled.
Police responded to a report of a shooting at the recreation center at Scenery Drive and found the victims, who were transported to area hospitals. Trejos, a 2020 graduate of Clarksburg High School, was pronounced dead, according to the charging documents.

Wylie and the friend who arrived with him were stopped by police near the scene after a lookout was broadcast over police radio, police said. The 14-year-old was found armed with a 9mm handgun, the same caliber as the gun used in the shooting, according to charging documents.

Police charged Wylie as an adult with first-degree murder and three counts of attempted first-degree murder as well as firearm charges.
Powers turned himself in to authorities on an unspecified date, and he appeared at a court hearing Thursday, prosecutors said.
He is being held without bond.
