       KUWAIT CITY, Aug 19: MP Muhannad Al-Sayer has submitted a proposal to implement a flexible working hours system in public institutions such that workers are divided into two — the first group starts working any time between 6:30 am to 9:30 am and the second group between 12:30 pm to 3:30 pm, provided they work six hours a day as per the regulations of the Civil Service Commission (CSC). Al-Sayer decided to present the proposal after the country witnessed a huge traffic jam recently; affirming his proposal, once implemented, will solve the traffic problem.
