KUALA LUMPUR: A DAP MP was told to take a 20-minute break outside of the House after he continued heckling Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz during his winding-up speech in Parliament on Wednesday (Nov 24).

RSN Rayer (PH-Jelutong) interrupted Zafrul during his speech and asked why Datuk Seri Najib Razak (BN-Pekan) was not blacklisted by the government from travelling overseas over alleged unpaid taxes amounting to RM1.74bil owed to the Inland Revenue Board.

"Why was Pekan given special treatment? If we don't pay our income taxes, we would be blacklisted at the airport," said Rayer.

Zafrul then said "Jelutong, you know the answer. It was a court decision".

Despite Zafrul's explanation, Rayer continued asking why wasn't Najib blacklisted by the authorities.

Abdul Latiff Abdul Rahman (PN-Kuala Krai), who looked visibly frustrated, then suggested to Deputy Speaker Datuk Mohd Rashid Hasnon to eject Rayer outside the House temporarily.

"If Jelutong needs a break outside, send him out," said Abdul Latiff.

Zafrul then reiterated his remarks, saying that because it was a court decision, therefore the IRB could not blacklist Najib for travelling.

"If only you had paid a little attention to my speech," said Zafrul.

Rayer continued heckling the session, before Mohd Rashid stood his ground and demanded the Sergeant-at-Arms to eject Rayer out of the House.

"Out for 20 minutes and my decision is final. The Sergeant-at-Arms, please eject Rayer from 3.45pm till 5.05pm.

"Go out for 20 minutes. I apologise and thank you Jelutong," said Mohd Rashid, who chuckled when he delivered the ruling.

Mohamad Sabu (PH-Kota Raja) stood up and urged Mohd Rashid not to be too harsh in his ruling, claiming that Rayer was at his best behaviour despite the heckling that took place earlier.

"Jelutong used to be worse. He used to throw the Standing Order," said Mohamad as he chuckled.

"Please don't threaten him," said Mohamad, while other MPs were seen laughing.

On Sept 9, the Court of Appeal affirmed the High Court’s decision to allow IRB's applications to enter a summary judgment to recover tax arrears of Najib and his two sons amounting to RM1.74bil.

On the same day, a Court of Appeal three-member panel led by Justice Datuk Abdul Karim Abdul Jalil allowed an interim stay application brought by Najib on condition they filed their notice of motion and stay application by this week.

A summary judgment is when the court decides a particular case summarily, without calling witnesses to testify in a trial.

On Nov 19, it was reported that the appeals by Najib and his sons over tax payments totalling RM1.74bil, will be heard at the Court of Appeal on Dec 16.
