He complained that the force did not appear to have contacted witnesses or looked at relevant documents after it found no evidence that any offence had been committed.
GMP has now said it will carry out a review of the case.
In a letter to Mr Daly reported by The Times, Detective Chief Inspector Cheryl Hughes said: “I have read your letter outlining your concern over the lack of investigation into the matters you raised in your initial complaints to GMP on the 25th February regarding Angela Rayner MP.

“Following receipt of your recent letter dated March 13 2024, I have been requested to review the circumstances you have outlined to reassess our decision around an investigation. I will update with the outcome.”
She said the force that carried out the original “investigative review” had looked at the “relevant legislation pertaining to the allegations”.
Ms Rayner has faced weeks of scrutiny over whether she owes capital gains tax on the sale of her ex-council house in Vicarage Road, Stockport, following claims in Tory peer Lord Ashcroft's unauthorised biography.
The Ashton-under-Lyne MP bought the property with a 25% discount in 2007 under the right-to-buy scheme introduced by former Tory prime minister Margaret Thatcher.

According to the book, Ms Rayner was registered on the electoral roll at the home after she married Mark Rayner in 2010 until she sold it for a £48,500 profit in 2015.
Mr Rayner is said to have lived about a mile away on Lowndes Lane.
But neighbours have claimed that Ms Rayner did live with her then-husband.
Under electoral rules voters have to register at their permanent address.
Ms Rayner may owe capital gains tax on the sale of the Vicarage Road property if it was not her main residence.

Last week she told BBC Newsnight there had been “no wrongdoing” and “no unlawfulness".
She said: “I’ve been very clear there’s no rules broken. They [the Conservatives] tried to manufacture a police investigation … I got tax advice which says there was no capital gains tax. It’s a non-story manufactured to try and smear me.”
A GMP Spokesperson said: "We have received a complaint regarding our decision not to investigate an allegation and are in the process of reassessing this decision. The complainant will be updated with the outcome of the reassessment in due course."
