A meeting at Thursday night's Maldon District Council descended into a shambles. The meeting was abandoned early as police were called and members stood up to walk out. The row centred around proposed sanctions against Chrisy Morris, an independent councillor for Heybridge West, after he was found to have "brought the authority into disrepute" after two independent investigations.
The agenda minutes of the meeting state that on several occasions Mr Morris' "conduct met the definition of bullying".
He reacted furiously after council members voted to ban Mr Morris' from attending all committees and working groups for 18 months.
On the live-streamed video of the meeting, Mr Morris could be heard repeatedly shouting “point of order”.
Chairman Mark Heard initially ignored Mr Morris, prompting the furious member to aggressively repeat the point of order nine times.

The council chairman eventually responded: “Cllr Morris, your behaviour is unacceptable."
Cllr Morris hit back: “You have no authority over me, do you Mark?”
When Mr Morris was asked to leave the meeting, he said: "You can't make me, you idiots."
Chairman Heard then urged council members to abandon the meeting, telling them to rise and walk out in protest.
Police officers were swiftly called to the council after Mr Morris was accused of “breaching the peace”.
Earlier in the meeting, Councillor Morris even appeared to interrupt a minute’s silence in the room to say: “Should be upstanding. One minute’s silence upstanding.”
Wendy Stamp, Maldon District Council’s leader, this morning said that "enough is enough" after last night's shambolic display.

She said: "The public may be seeing councillor Morris’s disruptive behaviour for the first time at last night’s council meeting.
"However, this has been a regular occurrence and we cannot tolerate this type of behaviour any longer and put Members and Staff through any further distress."
Viewers compared the chaotic scenes to the notorious Handforth Parish Council meeting earlier this year, which saw clerk Jackie Weaver shoot to online fame.
Ms Weaver's calm handling of angry councillors took the country by storm in February.
At that meeting, Cllr Brian Tolver's famously said: "You have no authority here, Jackie Weaver!"
