       The €80billion (£67billion) Horizon Europe research programme, could cost British scientists their place in pan-European research programmes.

       The UK committed historically to take part in the programme, but now the scientists cannot be formal participants despite usually leading. Lord Frost blasted Brussels and questioned their “good faith”, in a fresh Brexit row.

       Lord Frost told MPs that the EU still had not ratified the UK's associate membership of Horizon. Being unable to be a part of the programme would hinder the UK’s science ecosystem, risking jobs in universities and laboratories.

       The House of Commons European scrutiny committee suggested the delay in this part of the trade deal was punishment for the row over the Northern Ireland protocol.

       Lord Frost said the Government was "getting quite concerned about this.”

       He continued: “Every day's delay is a further day UK entities can't participate. It would obviously be a breach of the treaty if the EU doesn’t deliver on this obligation. There's absolutely no reason why we shouldn't be fully part of Horizon and indeed the EU has put in place these arrangements for Norway, for Iceland and for the Ukraine."
