       The deal is designed to resolve the crisis of tens of thousands of migrants being stuck in the UK illegally, unable to work or be deported.

       It will be particularly effective for failed asylum seekers who cannot be deported back to their home countries, such as Afghanistan or Iran.

       The Government believes the voluntary scheme can be brought into effect quickly because it will draw on existing structures outlined by the agreement already in place with Rwanda and existing voluntary returns processes, it is understood.

       It is the first time the UK has attempted such a move with a third country. Migrants voluntarily leaving on a deportation flight can receive up to £3,000 in support.

       Asylum seekers who choose to be relocated will get the same support as those sent to Kigali under the deportation scheme.

       Those voluntarily moving to Rwanda will get help and housing from the Rwandan authorities for up to five years, as well as integration programmes to help them study, undertake training, and work.

       The National Audit Office revealed the UK will pay Rwanda £171,000 for every migrant relocated to Rwanda under the Migration and Economic Development Partnership.

       This is in addition to the £370m London will give Kigali.

       Migrants will essentially be told they will be able to work in Rwanda, something they are barred from doing after arriving illegally in the UK.

       Britain’s asylum bill has ballooned to £3.97 billion, compared with £500m ten years ago.

       Downing Street is said to have pushed the plan and ministers believe it will save taxpayers money.

       The Home Office last year rejected 30,967 asylum applications. More than 19,000 foreign nationals opted to leave the UK voluntarily, including 4,010 failed asylum seekers and 15,243 foreign criminals or migrants who had overstayed their visas.

       A scathing report by the Institute for Public Policy Research has revealed up to 55,000 migrants will be stuck in a “perma-backlog” because the Government cannot deport them or process their claims.

       And Tory MPs declared sending migrants to Kigali “as soon as the legislation is enacted” will create the deterrence needed to prevent the backlog from growing further.

       The report, by the Institute for Public Policy Research, stated some 33,000 migrants have arrived since the Illegal Migration Bill gained Royal Assent, in July. Another 22,000 have fewer rights to appeal, after arriving when Priti Patel’s Nationality and Borders Act was passed.

       The report’s author, Marley Morris, added: “Given most irregular arrivals applying for asylum come from unsafe countries and so cannot be returned home and given the problems with removing people to Rwanda at scale, much of this cohort are likely to be trapped in a ‘perma-backlog’, unable to be processed or removed.

       “While the key provisions of the Act are not yet in force, the Home Office has signalled that these claims are ‘pending the further stages of the inadmissibility procedure’.

       “In practice, this cohort is currently in a state of limbo.”

       Asylum seekers who refuse the offer of £3,000 will remain left in limbo, unable to officially work or claim benefits and without accommodation.

       A Home Office spokesman said: “In the last year, 19,000 people were removed voluntarily from the UK and this is an important part of our efforts to tackle illegal migration.

       “We are exploring voluntary relocations for those who have no right to be here to Rwanda, who stand ready to accept people who wish to rebuild their lives and cannot stay in the UK.

       “This is in addition to our Safety of Rwanda Bill and Treaty which, when passed, will ensure people who come to the UK illegally are removed to Rwanda.”

       A Home Office minister has warned more migrants will die attempting to cross the Channel unless flights to Rwanda create a deterrent.

       Lord Sharpe, speaking as Rishi Sunak’s Rwanda Bill passed through the House of Lords with a series of amendments, admitted he was frustrated by attempts to thwart efforts to stop small boats reaching the UK.

       He also admitted taxpayers will be forced to continue spending millions every day housing migrants in hotels.

       Lord Michael Howard, the former Conservative Party leader, also warned efforts to water down the Rwanda Bill were preventing the Government from stopping more boats.

       Lord Sharpe told Peers: "Under our new legislation migrants will not be able to frustrate the decision to remove them to Rwanda by bringing systemic challenges about the general safety of Rwanda. It is imperative the scheme as provided for in this Bill is robust and sends the unambiguous message that if you enter the UK illegally you will not be able to build a life here.

       "Instead you will be detained and swiftly returned either to your home country or to a safe third country."

       Some 2,000 migrants are said to be in camps in Calais and Dunkirk waiting to cross the English Channel, it is understood.

       And migrant support charity Care4Calais has claimed 11 people have died attempting to reach the UK so far this year – including a seven-year-old girl.

       Former Tory former leader Michael Howard warned changes made by peers to the Rwanda Bill will lead to delay in dealing with an “urgent” issue.

       Speaking as the legislation cleared the upper chamber and heads back to the Commons, Lord Howard of Lympne said: "I cast no aspersions on the motivation which has led to the amendments which members have passed.

       "But an undeniable consequence of most of those amendments would be delay - delay in dealing with an issue which is regarded as important and urgent by very many people in our country. An issue to which no alternative remedy has been advanced.

       "I therefore hope that this point may be taken into account by members in another place (the Commons) even if not by most peers."

       The Safety of Rwanda (Asylum and Immigration) Bill, which suffered 10 defeats in the unelected chamber, received an unopposed third reading - although critics made clear their opposition to the "stinker" legislation.

       Changes backed by the Lords include overturning the Government's bid to oust the courts from the process.

       The move effectively blows a hole in the Bill, which is intended to prevent continued legal challenges to the stalled deportation scheme after the Supreme Court ruled the plan was unlawful.

       The proposed legislation seeks to compel judges to regard the east African country as safe in a bid to clear the way to send asylum seekers who cross the Channel in small boats on a one-way flight to Rwanda.

       But the amendment agreed by peers restores the jurisdiction of domestic courts in relation to the safety of the east African country and enables them to intervene.

       Other changes supported by peers include safeguards to reduce the risk of unaccompanied children being sent to Rwanda, a block on the removal of victims of modern slavery and human trafficking, as well as those who worked with the UK military or Government overseas.

       The Lords also approved amendments designed to ensure the legislation complies with the rule of law and that Parliament cannot declare Rwanda to be safe until the treaty with its promised safeguards is fully implemented.
