MI5 warned judges that “S3” could encourage attacks on Brits — but they were more concerned he may be detained if returned to his homeland in North Africa.
The man was granted asylum after entering the UK illegally in 2006.
He has jetted to and from Sudan since with no hitch.
He was stripped of his passport in 2018 because of his jihadi links but sneaked back into Britain from Sudan.

Court documents told how he had “demonstrated a commitment to the extremist ideology of ISIS”.
They went on: “There is a realistic possibility that he would seek to radicalize other individuals and encourage them to engage in Islamist activities.”
Special Immigration Appeals Commission judges said depriving the man of his British citizenship breached the European Convention on Human Rights.
Former Tory leader Iain Duncan Smith said: “Judges ought to understand when the Security Services make it clear that someone poses a danger to the British public, he has forfeited his human rights with regards to staying in the UK.”

The Home Office declined to comment “on individual cases”.
