Earlier Prime Minister Boris Johnson had said: "My thoughts are with all those affected by the awful incident in Liverpool today."
Greater Manchester Police have confirmed that three men have been arrested in relation to the incident.
They tweeted: "#LATEST | Officers in Merseyside have arrested three men - aged 29, 26 & 21 - in the #Kensington area of #Liverpool under the Terrorism Act.
"Counter Terrorism Police North West is continuing to work closely with colleagues at @MerseyPolice as our investigation continues at pace."
Meanwhile armed police cordoned off a street in South Liverpool, one mile away from the scene.
Armed police have reportedly raided a house in Liverpool, with the raid being confirmed as linked to the explosion in Liverpool.
A spokesperson for North West Counter Terrorism Unit confirmed that the armed police incident in South Liverpool was linked to the explosion.
In a statement to the Liverpool Echo the force said: "Police activity on Rutland Avenue is connected to an earlier incident at Liverpool Women's Hospital."
