Homes for Ukraine scheme to enlist help of charities in bid to speed-up refugee arrivals

Families will no longer have to scrabble around on Facebook groups to convince refugees to move into their spare room, under plans being considered by the Government.

The database of those who have signed up for the Home for Ukraine scheme could be shared with charities working with refugees at the Ukrainian border, The Telegraph understands.

Currently, families have to get in touch with a Ukrainian family, often through groups on social media websites like Facebook, in order to take them into their homes.

However, The Telegraph has been told by charities in Poland that many refugees are either not on Facebook or have never heard of the Homes for Ukraine scheme, meaning that many will not be able to take advantage of it.

Some families in the UK have signed up to the scheme but have not approached Ukrainian migrants, as they assume that it will be sorted by the Government, one humanitarian worker told The Telegraph.

Officials in the Department for Levelling Up are working on sharing the list of those who have signed up to the scheme with charities and NGOs as part of “phase two” of the scheme, meaning that those fleeing war can be brought over to the UK more quickly.

The Government has faced repeated criticism over the scheme.

As of Tuesday this week, 17,625 visas had been issued for those in the Homes for Ukraine Sponsorship Scheme in England, despite over 150,000 people registering their interest to house refugees last month.

Only 45.1 per cent of applications made have been granted, with the data showing that about 3,200 people had arrived under the sponsorship scheme.

Toby Illingworth, Chairman of Wealden Conservatives, is one of those helping the matching effort in Poland, and is due to fly out on Sunday.

He told The Telegraph: “By having a finite list of UK sponsors we are limited to finding matches from that pool.

“By providing NGOs who are operating in Ukraine and Poland, such as MAD Foundation, with access to the whole list, it will provide much more choice for the matching teams which in turn helps to connect Ukrainians with the right host family.

“When refugees decide to come to the UK, they often have little knowledge of the Homes for Ukraine system and are understandably nervous about finding a host online.

“The current Homes for Ukraine scheme only askes UK sponsors for a very small amount of information and a revised scheme would need to ask for much more detail to provide matchers with enough detail to find successful pairs.”

Priti Patel, the Home Secretary, last week apologised “with frustration” about the teething problems that had been encountered thus far. These include long waiting times, red tape from councils who are checking properties and hosts requesting to be unmatched after unwanted advances by male refugees.

The scheme has also seen some matches break down, with local authorities having to put families in emergency accommodation. Council have since called for a way for refugees to be put back on to the database so that they can be re-matched.

The Department for Levelling up confirmed that further details of “phase two” will be published in due course.

A government spokesman said: “In just five weeks, over 56,000 visas have been issued so people can rebuild their lives in the UK through the Ukraine Family Scheme and Homes for Ukraine.

“We continue to process visas as quickly as possible. The Home Office has made changes to streamline the visa system – including simplifying the forms and boosting staff.

“We’re also working with the voluntary sector to explore how matching people in Ukraine and sponsors in the UK can be facilitated.”
