It was a heartbreaking discovery.
The Star ran an expose on July 5, 2009 about 30 adults, some chained up, caged and covered in filth inside a government-run shelter home for the mentally disabled in Selangor.
A ministry official later said that some of the residents displayed destructive behaviour.
Most of them had to be institutionalised for the rest of their lives. They had also been abandoned by their families.
The government said that more checks would be conducted at the shelters to prevent this from happening again.
