       Southport killer Axel Rudakubana was not considered a terror threat despite describing the Manchester Arena bombing as a "good thing" and "talking about stabbing people", a shocking report has revealed.

       Monster Rudakubana, 18, - who stabbed three schoolgirls to death and attempted to kill eight more at a Taylor Swift-themed dance class – also researched mass shootings and regularly carried knives.

       He looked up information on the London bombings, the IRA, MI5, the war in Gaza, school massacres, the Libya conflict and dictator Muammar Gaddafi, a review into the Government's counter-terrorism Prevent programme found.

       But the review confirmed officers did not believe he was a terrorist threat.

       Officers were wrong not to escalate his case as a potential terror threat, as there was "sufficient concern" about his extreme views and obsession with violence, the scathing report said.

       A shocking section of the review found: "AMR [Axel Rudakubana] has been researching school shootings, has been talking about stabbing people and that the terrorist attack on the MEN was a good thing. At this stage it is not clear if he has an ideology."

       The probe found enough evidence for Prevent officers to refer Rudakubana to the next stage of the scheme, Channel, which aims to divert individuals from radicalisation.

       Security Minister Dan Jarvis told MPs: "It found that the referral was closed prematurely and there was sufficient concern to keep the case active while further information was collected.

       "The Review is clear on the concerning behaviours that the perpetrator demonstrated.

       "It highlights his interest in the Manchester Arena attack, that he talked about stabbing people, and it flagged that some of the grievances that could have been a motivation, were not fully considered.

       "The review also highlights the perpetrator’s clear vulnerabilities and complex needs that may have made him more susceptible to being drawn into terrorism.

       "Indeed, the overall conclusion of the review is that he should have been case managed through the Channel multi-agency process, rather than closed to Prevent."

       Mr Jarvis later confirmed Rudakubana will be considered as a "registered terrorist offender" and treated as a "person convicted of an offence under the Terrorism Act".

       Rudakubana was referred to the Government’s counterterrorism scheme – Prevent – three times.

       A review found he asked, during an art class, why he was able to draw images of guns but not search them on the internet and then asked "can we have a picture of a severed head then".

       And he had a ‘hit list’ of 3 targets, two males and an unknown female, after allegedly being bullied at school.

       The file stated he took a knife to school eleven times, researched school shootings in ICT lessons and bragged about watching violent videos on the internet.

       Prevent closed its first investigation into the teenager despite evidence of escalating behaviour as he had "gone to a previous school and attacked another pupil".

       They also closed the third investigation and put Rudakubana's obsession with violence down as him being "generally interested in history and current affairs."

       Rudakubana was sentenced to life in prison with a minimum term of 52 years.

       The teenager pleaded guilty to the murders of Alice da Silva Aguiar, 9, Bebe King, 6, and Elsie Dot Stancombe, 7, as well as the attempted murder of eight other children and two adults at a Taylor Swift-themed dance class.

       Conservative Shadow Home Secretary Chris Philp called for the inquiry into Axel Rudakubana to consider his past mental health interventions.

       Mr Philp asked Mr Jarvis to "confirm that it will be a statutory inquiry", adding: "That is important so it has powers to compel witnesses to attend, take evidence under oath, and obtain documents. It is vital we get to the truth about the opportunities which may have existed to stop Rudakubana committing these sickening murders."

       Turning to the Nottingham triple killer Valdo Calocane, Mr Philp told the Commons: "Both Rudakubana and Calocane could potentially have been sectioned and detained under the Mental Health Act, and if that had happened perhaps these murders could have been avoided."

       In his response, Mr Jarvis said: "Let me confirm to him in response to his question that it will begin on a non-statutory footing. That is deliberate in order to get it up and moving as quickly as possible but it will then be moved onto a statutory footing, so I can give him that assurance."

       He added: "The precise terms of reference of the inquiry are still being agreed because that is a process that we need to agree and discuss with the family members, but I completely understand why he's made that point and also I completely understand why he's referenced the terrible attacks that took place in Nottingham and I can say to him, as he may know, that this Government is supporting an inquiry into the attacks which took place in Nottingham."

       Reform UK deputy leader Richard Tice told the Commons: "This Prevent learning review into the Southport horror is shocking and it reveals a series of massive failures to the point of gross negligence by people in Prevent.

       "But it's also clear from this review, it uses some crucial words here - it made him more susceptible to be drawn into terrorism, which I think appears to indicate that the review has found that the killer was a terrorist.

       "Therefore I think the Government and the CPS need to be crystal clear with the British people: Are they now accepting that this monster, this was a terror incident?"

       Participation in the Prevent and Channel programmes is currently voluntary.

       Mr Jarvis added: "We are also strengthening our approach to the oversight of referrals that do not meet Prevent thresholds, to make sure that people receive the right support.

       "Next week, a pilot starts in several local areas to test new approaches to cases that are transferred to other services.

       "While we can never undo the hurt and pain caused by this unthinkably wretched attack, we can, we must and we will do everything in our power to prevent further atrocities.

       "As the Prime Minister said, Southport must be a line in the sand for Britain. If that means asking difficult questions about shortcomings or failures, so be it.

       "If it means holding institutions and processes to account, we will do so without fear or favour, and if changes are required to protect the public and combat the threats we face, then this government will not hesitate to act."

       The Security Minister confirmed officials are reviewing how Prevent handles extremists obsessed with violence.

       He said: “We have begun an end-to-end review of Prevent thresholds to ensure Prevent can deal with the full range of threats we see today, from Islamist extremism which is the most significant terrorist threat the UK faces, through to the fascination with mass violence we saw in the Southport case.

       "This internal review will complete in April and further strengthen the approach to repeat referrals, and ensure that clear policy, guidance, and training is in place.

       "We have completed the first stage of a policy review into how Prevent supports referrals who have mental ill-health or are neurodivergent."

       Jonathan Hall KC, the independent reviewer of terrorism legislation, told the Daily Express that MI5 and counter-terrorism police exploit an arsenal of tools to disrupt extremists.

       Mr Hall pointed to how a specialist police unit monitors terrorist offenders and regularly goes "round and knocks on the door”, adding this could be mirrored for potential killers or those identified as a risk to the public.

       But “that system doesn’t exist” for other violent offenders, the independent reviewer of terrorism legislation told the Daily Express, leading to more missed opportunities to stop potential atrocities.

       Rudakubana was sentenced to life in prison with a minimum term of 52 years.

       The teenager earlier pleaded guilty to the murders of Alice da Silva Aguiar, 9, Bebe King, 6, and Elsie Dot Stancombe, 7, as well as the attempted murder of eight other children and two adults at a Taylor Swift-themed dance class.

       The teenager in 2019 contacted Childline and asked: “What should I do if I want to kill somebody?”

       He said he wanted to kill a bully at Range High School in Formby and admitted he had taken a knife to school.

       Rudakubana was spoken to by police, who also spoke to the school, and officers made a vulnerable child referral to the Multi-Agency Safeguarding Hub.

       He was excluded from the school and transferred to the specialist Acorns School in Ormskirk, Lancashire.

       In December 2019, he returned to the Range High School and attacked a pupil with a hockey stick. He also had a kitchen knife in his backpack.

       Rudakubana was arrested, charged and taken to court, where he admitted assault occasioning actual bodily harm, possession of an offensive weapon and possession of a bladed article.

       He was then referred to the Government’s de-radicalisation programme – Prevent.

       This followed comments he made about mass shootings for researching Libyan dictator Muammar Gaddafi and the 2017 London Bridge terror attack.

       In 2022, Rudakubana’s mother called the police to report him missing after he left the house while his parents were out. He was found on a bus after the driver called police when he refused to pay his fare.

       When officers arrived, Rudakubana admitted he was carrying a knife.

       He said that he wanted to stab someone so that he would get into trouble and his TikTok account, which contained embarrassing videos that he was unable to delete, would be closed down by the police.

       Opening the sentencing hearing at Liverpool Crown Court, Prosecutor Deanna Heer said the Southport killer was heard to say: “It’s a good thing those children are dead... I am so glad... I am so happy.”

       She told the court Rudakubana remained silent in police interview, but in custody, made a number of “unsolicited comments,” including, “I don’t care, I’m feeling neutral,” and “So happy, six years old. It’s a good thing they are dead, yeah.”

       Prime Minister Sir Keir Starmer has suggested changing the definition of terrorism to cover violence that terrorises members of the public.

       The Home Secretary has also said a public inquiry will “get to the truth about what happened and what needs to change.”

       Ms Cooper said: “The perpetrator was in contact with a range of different state agencies throughout his teenage years.

       “He was referred three times to the Prevent programme between December 2019 and May 2021 aged 13 and 14.

       “He also had contact with the police, the courts, the Youth Justice system, social services and mental health services.

       “Yet between them, those agencies failed to identify the terrible risk and danger to others that he posed.

       “This terrible case comes against a backdrop over a series of years in which growing numbers of teenagers have been referred to Prevent, investigated by counter-terror police, or referred to other agencies amid concerns around serious violence and extremism.

       “We need to face up to why this has been happening and what needs to change.”

       The teenager had a sickening obsession with violence.

       But the case has exposed more failings with Prevent and its inability to deal with violent individuals when there is no terrorist ideology motivating them.

       Ms Cooper added: “We also need more independent answers on both Prevent and all the other agencies that came into contact with this extremely violent teenager as well as answers on how he came to be so dangerous, including through a public inquiry that can get to the truth about what happened and what needs to change.

       “This horrendous attack will leave a lasting impact on our country.

       “We will all remember Alice, Bebe and Elsie, and we will always stand with the families and the community who are living with the pain of their loss.

       “In our efforts to answer the questions that remain about this case, the need to see justice done for the victims and their families will remain at the forefront of our minds.”

       Mr Hall said of the threat: "People, often neuro-diverse, loners, access stuff online and get inspired to carry out acts of violence or inspire other people with compelling propaganda.

       "The question is 'who on earth is managing the risk of these people?

       "Once you have decided they can't be treated as either terrorists or potential terrorists, the Government's Prevent programme isn't suitable for them, who manages their risk?

       "Neighbourhood policing is about reactive policing. About reacting to an attack on the street. It's not about looking at what intelligence personnel call 'subjects of interest' and saying 'let's keep our eye on him and work out what we can use to disrupt him.
