The other man was said to be conscious and breathing.
No names were available for either man, and no information could be learned about the circumstances of the shooting.
The site of the shooting is a tree-lined residential area of two-story rowhouses with front porches. It is about two blocks northeast of Lincoln Park, a prominent Capitol Hill landmark.
The site also is about a mile from a homicide that was reported earlier Monday in Northeast Washington, in the 1500 block of Maryland Avenue. There was no indication late Monday of any connection between the incidents.
