Authoritarian president Alexander Lukashenko accused the EU of trying to “scare” Minsk with the sanctions. “We will defend ourselves. We cannot retreat,” he said, without specifying a response. And Top EU diplomat Josep Borrell said vulnerable migrants trapped in freezing conditions were being exploited in a "hybrid war", accusing Belarus of pushing migrants to the border to undermine security, which Lukashenko has denied.
