KUWAIT CITY, Aug 24: The Minister of State for Municipal Affairs Shaya Al-Shaya is inclined towards rejecting the proposal approved by the Municipal Council to allow the construction of fourth floor in private houses that are built on an area of less than 375 square meters, reports Al-Rai daily. According to the Municipal Council member Mishaal Al-Hamadan, the council’s approval of the proposal will not be approved by the Minister of State for Municipal Affairs and Minister of State for Housing and Urban Development Shaya Al-Shaya. In a press statement, he said that he has 99.9 percent confirmed information that the minister will and reject the municipal council’s decision, as the proposal, if implemented, will not solve the housing crisis, but will exacerbate the rise in real estate prices and increase the number of apartments in private residential areas. Al-Hamdan stressed, “The council’s role is not supposed to be to tickle feelings on such issues.

The approval of the proposal is not consistent with the government’s orientation and the direction of the Kuwait Municipality. The municipal council should not give the citizen something that is contrary to the regulations and laws”. He asked, “What is more important – taking the fourth floor or getting a house?” Al-Hamdan highlighted that the council completed its tasks by allocating and handing over five sites – Mutla’a, Kheiran, Sabriyah, South Saad Al-Abdullah, and Sheikh Nawaf Al-Ahmad City – to the Public Authority for Housing Welfare . He explained that, “If a plot of land allows the construction of an average of 25,000 housing units, the total will be about 125,000 housing units. Therefore the problem is not in the allocation of land, but rather it is a problem of budget and funds. If the Kuwait Credit Bank wanted to finance for 100,000 housing units only, the amount required will be approximately $ 33 billion, which is KD 10 billion, excluding the cost of establishing the infrastructure for them”.
