As Ms Truss ascends to the position of chief Brexit negotiator, Henry Hill argues that the requirements have already been met for the Government to trigger Article 16. The agreement sets out that either party may take unilateral action in the event of “serious economic, societal or environmental difficulties that are liable to persist, or to diversion of trade”. Writing in Conservative Home, Mr Hill said: "Having this decision in Truss’s hands rather than Frost’s does change the calculation in a potentially dangerous way, for one simple reason: she is a contender for the Conservative leadership, and he was not." He argues that as a potential leader, she has the "personal motivation" to stand up to Brussels regardless of what Boris wants.
