       KUWAIT CITY, July 19: Who is responsible for the downgrading of the country’s credit rating? Is it the ‘silent’ prime minister, who appears to be preparing to leave, or is it the Constitution or the MPs? All of them are responsible, but the biggest responsibility falls on the government and its president. The parliamentarians believe they have the right to trade in issues of public affairs, but this does not prevent the government from acting.
