A BREXIT campaigner who came under police investigation after being referred by the Electoral Commission has been hailed as a “hero” by Vote Leave mastermind Dominic Cummings.
Mr Cummings claims in a new book that Alan Halsall played a “critical” role in securing Brexit and that if he had not acted as the official “agent” for Vote Leave then the pro-Brexit campaign “may well have lost”.
The Metropolitan Police dropped an investigation into whether spending limits had broken in 2020, but Mr Cummings says that Mr Halsall’s “life was made a misery for years because of profoundly unfair, immoral and (in my view) unlawful persecution from parts of the state”.
Mr Halsall’s account of his legal struggles, Last Man Standing: Memoirs from the Front Line of Brexit, will be published on Tuesday.

Praising his former colleague’s character, Mr Cummings writes in the foreword: “The 2016 Referendum was the most important vote in Britain in many decades. In many ways it was nightmarish for those closely involved in Vote Leave.
“Alan was one of the most critical people behind our success. Politics attracts some of the worst characters.
“Alan is one of the best. He had an unusual mix of honesty, decency and moral courage."
Describing the "guilt" he feels about Mr Halsall's ordeal, he writes: “When I think about my decision to ask him to be the official ‘agent’ for Vote Leave, which involved crucial legal responsibilities, I now have very conflicting emotions. On one hand, profound relief. If he hadn’t taken the job then we may well have lost.

Vote Leave paid a £61,000 fine but denied wrongdoing.
Mr Halsall has told the present chief executive of the Electoral Commission he believes the body “overstepped its role as regulator, acting beyond the powers granted to it by Parliament ”.
An Electoral Commission spokesperson said: “We open investigations based on evidence - irrespective of the political views of the party or campaigner concerned. It is right that potential electoral offences are properly investigated, but it is also important to recognise the impact investigations can have on those concerned.
“Since the referendum, the Commission has sought to improve its processes and to bring a greater focus to the impact of investigations for those directly involved, which is reflected in our updated Enforcement Policy. We have also increased our resources and capacity to support parties and campaigners to understand their responsibilities and maintain compliance with the laws.”
