LONDON - The discovery earlier this week of 25 bodies of migrants heading to Europe who drowned when their boat sank near the coast of North Africa has attracted little attention from European governments.

       For tragedies of this kind are now frequent. Over the past few weeks alone, the authorities in Tunisia - just one of the four North African countries through which this migration flow passes - counted over 100 other drowned people.
