       KUWAIT CITY, Sept 19: According to a recent government statistics issued by the Civil Service Commission (CSC) on the number of employees in government institutions, the services of 2,089 expatriates in government institutions were terminated during the period from March 2021 to August 2021. Also, 10,780 Kuwaiti employees were appointed during the same period in order to achieve the required replacement ratio in accordance with the CSC’s Resolution No. 11/2017, reports Al-Qabas daily. The number of non-Kuwaiti employees in various functional groups in ministries, departments and government agencies decreased from 71,600 on March 24, 2021 to 69,511 on August 17, 2021. On the other hand, the number of Kuwaiti employees increased from 308,409 to 319,189. The appointment of such an unprecedented number of national cadres in various government agencies comes after the Ministry of Finance urged the CSC in an official letter last year to reduce appointments to supplementary accreditation by setting a maximum limit on annual appointments, and to work on distributing employment grades to the government agencies.

       However, this move is a prelude to canceling the supplementary appropriation completely, although the entity entrusted with determining the supplementary appropriation for the budget and determining the job grades in each government agency is the Ministry of Finance, not CSC. The new figures have revealed that the most prominent job categories that witnessed a reduction in the number of non- Kuwaiti workers were the categories of medical and health services, and the categories of teaching, education and training services. In addition, there was a reduction in the number of workers occupying service jobs.

       On the other hand, the number of workers in jobs related to law, politics and Islamic affairs has increased. The number of non-Kuwaiti employees occupying medical and health services jobs in the government sector has decreased by about 602. Their number was 31,417 in March but it reduced to 30,815 in August. The number of non-Kuwaiti workers in teaching, education and training jobs has decreased from 24,321 to 23,623, which is a decrease of 698 employees. The number of non-Kuwaiti employees in services jobs decreased by 428 during the aforementioned period. On the other hand, the number of non-Kuwaiti workers occupying jobs related to law, politics and Islamic affairs has increased from 3,162 to 3,252, which is an increase of about 90 expats who were appointed within five months.

       According to informed sources, the increase in the number of workers in jobs related to law, politics and Islamic affairs is due to the appointment of imams and muezzins, as the turnout of national cadres for these jobs is still weak compared to the actual need. They explained that the Kuwaitization decision does not include workers in medical and health services jobs. Therefore, the decrease in the number of non-Kuwaiti workers is due to either their retirement or their resignation after finding other job opportunities. The sources stressed that the crisis of providing liquidity to pay end-of-service payments to non-Kuwaiti employees whose services have ended continues. They indicated that the number of service terminations continues to rise, and the services of some of them extend to more than 15 years, which requires a longer period of more than six months to provide liquidity to pay these amounts.
