King Charles III officially opened the new session of Parliament today, donning his ceremonial robes and the crown of state to deliver a speech laying out the legislative programme of the new Labour government.

The King's speech is a key moment in the country’s constitution for the Government to introduce new laws to parliament, which will then be debated over the course of six to nine months before passing into law.
The speech was a whopper, with 40 new Bills set to be introduced by Sir Keir Starmer’s Government and passed into law over the next year
Amongst the new laws, Labour plans to nationalise the railways and has promised a big ticket change that includes reforming the ticketing system. Services will be brought into 'public ownership' once their contracts expire or if operators fail to deliver on their commitments.

The Government plans to create a “unified and simplified rail system” that focuses on improving services for passengers with the railways “playing a central role” in Labour’s growth mission and the “country’s national renewal”.
The initial Passenger Railway Services (Public Ownership) Bill will bring contracts into public ownership as they come to an end or if operators fail to meet their commitments.
New body Great British Railways (GBR) will focus on delivering for passengers and freight customers.
GBR will reform the ticketing system, to make it “simpler for passengers, drive innovation across the network, replace the current ticket types and maximise passenger growth”. GBR will also “ensure that ticketing innovations like automatic compensation, digital pay-as-you-go and digital season ticketing are rolled out across the whole network”.

There will be a statutory duty on GBR to promote the use of rail freight. The Government will include safeguards to ensure “that freight operators continue to receive fair access to the network”.
New passenger watchdog, the Passenger Standards Authority will independently monitor standards and “champion improvement in service performance against a range of measures”.
