PAM, PACI team up, keep tab on workers

       KUWAIT CITY, Aug 4: Deputy Director for the Planning and Administrative Development at the Public Authority for Manpower (PAM) Eman Al-Ansari revealed an agreement between PAM and the Public Authority for Civil Information (PACI) for an automated link between workers on government contracts, and their entry and exit to the housing site, reports Al-Rai daily. In a press statement issued on the sidelines of an inspection campaign on the work site and the workers’ accommodation of the project for the construction of T2 terminal at Kuwait International Airport, Al-Ansari said, “We held a meeting last week, commissioned by the Council of Ministers, regarding cooperation between the Public Authority for Manpower and the Public Authority for Civil Information for linking the worker’s residence with the work site, which will facilitate for us to follow up the workers and secure their housing”.

       Regarding the number of workers at the site of the T2 terminal construction project and and their accommodation, she revealed that the site has about 10,000 workers, and there are currently approximately 5,000 workers, justifying this by adding, “The conditions of the COVID-19 pandemic reduced the presence of workers, as many had traveled and were unable to return. Also, the recruitment process is currently low, and the site in general currently has 10,000 workers”. Al-Ansari affirmed that the workers’ accommodation in the airport area is distinguished, adding, “We also witnessed the company’s keenness to vaccinate all workers through a field visit by the Ministry of Health to provide the vaccine. This is evidence of the company’s interest in the health of its workers”.

       She went on to say, “Today we visited the workers’ accommodation, which was divided into housing units for the workers and for the VIP – the families of the workers. There were two teams from the authority – the first was specialized in inspecting the housing, and the second was a technical team to review all the existing observations submitted to the company. Our goal for this visit is to ensure that the health requirements specified in Resolutions No. 198/2010 and 199/2010 are implemented in securing protection and care for workers in work sites and labor accommodation.” Referring to the decision to ban work in open areas during the afternoon period, Al-Ansari said, “This year, we saw cooperation from the authorities due to increased awareness. Also, the heat is more severe this year which hampers the process of building houses”. She highlighted that occupational health and safety inspectors make notes and alerts on the first visit, and the second visit takes place after a while, adding, “At many work sites, the team noticed workers falling from height and getting injured. It is more due to the worker’s own neglect or the employer’s failure to secure the site with occupational safety requirements to protect their workers”.
