       The Safety of Rwanda Bill – a piece of legislation designed to stop the boats as quickly as possible – has passed almost all its stages through Parliament and should become law within weeks. It will address any systematic legal obstacles to putting our immigration plan into action.

       That means we’ll be able to send illegal migrants to Rwanda. Those who have no right to remain in our country will be issued with notices to leave the UK and soon after will board planes bound for east Africa.

       This will send the clearest signal yet that we control our borders, not the criminals who charge migrants exorbitant amounts to come here via illegal routes on unsafe small boats. We will not stand by as people die in the Channel at the hands of criminal gangs.

       As a country built on the rule of law, we must be prepared to hear any admissible claims and challenges to removal decisions. But I know that readers of The Sunday Express want to see those cases heard as quickly as possible – so that illegal migrants who must leave the country can be made to do so without delay.

       The new legislation will likely mean that many claims will be inadmissible so won’t be considered by the Home Office. In the tiny number of cases that are admissible, immigrants subject to removal to Rwanda will have 8 days to lodge claims against being made to leave the country and they will need to present compelling evidence to support their case.

       Where the Home Office refuses the claim without a right of appeal, permission to appeal will need to be obtained from the Upper Tribunal. Appeals will need to be submitted within 7 working days, and will then be decided within 23 working days. The Upper Tribunal may not extend either of these timeframes unless it is satisfied that it is the only way to secure that justice is done in a particular case.

       This means these appeals will now be heard in a matter of weeks, rather than years – and those without the right to stay here will no longer be able to frustrate our legal system with unfounded appeals which clog up our courts.

       Our judges are rightly independent, but it’s my job as Lord Chancellor to work constructively with the judiciary every day and the Rwanda scheme is no exception. I’ve been having regular discussions with senior judges about how we can get things moving as soon as Parliament has passed the Safety of Rwanda Bill and our treaty with the Rwandan Government has been ratified.

       While the day-to-day work of the courts is of course a matter for our independent judiciary, the Government has recruited more than 100 additional court staff to support the increased workload. The judiciary has identified additional judges and arranged for initial training which has been completed, so that those judges are ready to hear these cases when the legislation is commenced and work starts to flow through the system.

       The British people are fair-minded, but they rightly expect justice to be swift. We’re forging ahead with our asylum plan and my message to illegal migrants planning to come to the UK and the people smuggling gangs who bring them here is clear: we’re ready for Rwanda and so should you be.
