Liz Truss has erupted with fury at the civil service and the Government over what she claims is proof of institutional Whitehall bias against her.
In today’s King’s Speech, the official civil service-written document sent out to journalists set out Keir Starmer’s plan for a ‘Budget Responsibility Bill’, which will hand new powers to the Office for Budget Responsibility.
The briefing document reads: “Economic stability is the foundation of the Government’s growth mission. This Bill delivers on the manifesto commitment to introduce a ‘fiscal lock’ – to ensure that the mistakes of Liz Truss ‘mini budget’ cannot be repeated by requiring every fiscal event which makes significant and permanent changes to taxation or spending to be subject to an independent assessment by the Office for Budget Responsibility”.
The document goes on to make two additional named attacks on the former Tory Prime Minister, in notably partisan swipes.
Ms Truss, who was narrowly ousted in the election, has now written to Cabinet Secretary Simon Case blasting both false claims set out in the document and arguing it is a “flagrant breach of the Civil Service Code”.

She wrote: “It has been brought to my attention that the King’s Speech background briefing notes published today and available online contain repeated references personally to me and actions undertaken by my government in the context of a political attack”.
“Not only is what is stated in the document untrue, making no reference to the LDI crisis precipitated by the Bank of England’s regulatory failures; but I regard it as a flagrant breach of the Civil Service Code, since such personal and political attacks have no place in a document prepared by civil servants - an error made all the more egregious when the attack is allowed to masquerade in the document among ‘key facts’.
“Will you please urgently investigate how such material came to be included in this document, ensure suitable admonishment for those responsible and the immediate removal of such political material from the version of the document on gov.uk?”
In a tweet promoting her objections, Ms Truss added that the claimed breach of the official code was proof of “More evidence of a lack of Civil Service impartiality”.

The former PM has repeatedly claimed that she was brought down by the so-called ‘deep state’, a shadowy inner network of establishment figures who worked to oust her from power, including the civil service.
Ms Truss has called for significant reform to the civil service, including more political appointees to counterbalance the institutional liberalism of Whitehall.
She tore into the substance of today’s King’s Speech too, arguing that Keir Starmer had shown Labour “has no idea about the change Britain needs”.

She listed examples of the policies announced today she considered to be “bad”, including giving more powers to the “failed” OBR, reintroducing “Stalinist” housing targets, more Government involvement in rail and energy and a ban on conversion therapy.
She warns: “The result of these policies will be further economic stagnation and cultural decline.”
A Cabinet Office spokesman said: “The Cabinet Secretary has responded to Liz Truss and directed for these references to be removed from the document. They have now been corrected and updated.”
