Emergency plans to release thousands of criminals from prison early “could have devastating consequences” for victims of abuse, campaigners have declared.

Some 2,000 criminals – including some violent offenders - are set to be released early in September, under the scheme known as SDS40, to ease overcrowding behind bars.
But chief inspector of prisons Charlie Taylor on Monday warned the previous early release scheme relied on "often chaotic and rushed" plans to manage offenders, despite staff "doing their best".

The Ministry of Justice has reactivated an emergency plan to hold suspects awaiting trial in a police cell before the more drastic option of SDS40 comes into force.
Following a large number of rioters being jailed over the past few weeks, Operation Early Dawn, a long-standing plan which allows defendants to be held in police cells and not summon them to magistrates' court until a space in prison is available, was activated for the North of England on Monday.
The scheme is in place to help the prison service until September.
The SDS40 scheme, which will exclude sex offences and serious violence offences that have resulted in at least four years in prison, is due to be reviewed after 18 months, and will see 5,500 released between September and October this year.
Sophie Francis-Cansfield, Head of Policy at Women’s Aid, said: “The nature of domestic abuse means that it doesn’t just end when a perpetrator is caught and sent to prison.
“Perpetrators pose a lifelong threat to survivors, meaning that robust supervision is needed when they are released after serving their sentences.
“Our frontline members tell us that women are terrified at the prospect of these men being released early and posing a very real threat to their lives once again.
“We must see appropriate safeguarding in place, if this scheme is to be rolled out safely.
“The heinous attacks we have seen taking place over the last few weeks have made it clear that violence against women and girls is an epidemic plaguing this country, and the release of dangerous perpetrators will not mitigate the abuse that women and girls experience on a daily basis.”
The Director of Public Prosecutions has said the criminal justice system requires "considerable investment" as hundreds of jailed rioters continue to put pressure on overcrowded prisons.
In a piece for the Times newspaper, Stephen Parkinson defended the "brisk" nature of the disorder prosecutions - saying cases such as rape and domestic violence take longer to build and are more "complex".

He wrote: "Some may ask why all crime isn't punished so briskly.
"Some cases take longer because they are complex.
"Not every crime is as obvious as pushing a flaming wheelie bin at police, or is captured on multiple body-worn cameras.
"Crimes like rape and domestic violence often take deeper, specialist work to build a case and ultimately prove - something we are working with police to do better.
"And candidly, in the long term, swift justice at the pace and scale we have seen in recent days requires considerable investment in the criminal justice system."
Frontline police officers have also admitted they are concerned about the impact of Operation Early Dawn.
Police Federation Custody Lead, Phil Jones, said: “Custody officers have tremendous responsibilities placed upon them in their pivotal role in the judicial process and in dealing with and caring for some of the most challenging people in society.
