On Jan. 27, 1989, Rodgers was found raped, beaten and strangled in a wooded area in the 6000 block of Surrey Square Lane Service Road in the Forestville area, police said. More than three decades later, cold-case detectives retested evidence and matched Cole through his DNA, police said.
Police said Cole and Rodgers did not know each other.
In 2009, Cole’s DNA was matched in a 1996 child rape case in Charles County, which he was convicted of, police said.
