It is feared she fell from the seawall before drowning.
Albina had been born in Ukraine but lived with her mum Inna at a flat in the seaside town.
The teen was a refugee who fled Russia's invasion in May last year, and had been attending Dawlish College ever since.
On the fateful day in March, Albina was found unconscious on the beach having earlier been reported missing.

She was airlifted to the Royal Devon and Exeter Hospital, where she tragically died the following morning.
Four months on, Albina's grieving mother Inna and her friend Rosie Dawson have called on Network Rail to install handrails or lighting on the sea way.
Rosie told MailOnline: "There's nothing to stop anyone falling. There's nothing to stop anyone who's tripped or been distracted by a train or by their phone.
"There could be lights, there could be luminous paint on the very edge, there could be railings.

"This is a child's life and it could be another child's life. Or it could be someone with a baby in a pram."
Speaking about her daughter, Inna added: "She was not just my daughter. She was everything for me."
An inquest into her death opened at Exeter Coroner's Court and, while a final post-mortem is still required, the preliminary cause of death is reported as "multiple injuries".
A full inquest hearing will take place at a later date.
Shortly after the tragedy, a fundraiser was launched to support Albina's family shortly which raised almost £3,400.
In a statement, Network Rail said: "We were saddened to hear of the passing of Albina Yevko and we've met with the family to express our condolences and discuss their concerns relating to the sea wall. Following the collapse of the sea wall in 2014, we conducted a risk assessment of the wall.
"Now that we have completed the new sea wall at Dawlish, we will do a new risk assessment to understand if there have been any changes which would affect the level of risk in this area.
"Handrails along all sections of the sea wall would be difficult to install and maintain effectively given the harsh coastal environment.
"All options will be considered as part of the new risk assessment."
