Joint Press Release of the 13th trilateral conference of Russian, Indian and Chinese scholars
The 13th trilateral conference of Russian, Indian and Chinese scholars took place in Moscow on 2-3 July, 2014. According to the long-time tradition, the three delegations were formed by the RAS Institute of Far Eastern Studies (Moscow), Institute of Chinese Studies (Delhi) and China Institute of International Studies (Beijing). The conference opened the fifth round of annual academic meetings, which take place alternatively in each of three countries.
In the course of friendly and candid discussions, participants have analyzed the trilateral cooperation in the context of current international trends and the specific positions taken by the three delegations with regard to the world politics and economy. The scholars were pleased to note that RIC today is an established and recognized format and a visible factor in the formation of a multipolar world and democratization of international relations.
The participants emphasized the usefulness of the ever more efficient coordination of actions designed to further enhance the mutual trust and mutual benefit, to promote a multilateral diplomacy, as well as to preserve global and regional peace, while sustaining autonomy and independence of each of the three parties. Particular attention was drawn to the continuing vitality of Panchsheel - The five principles of Peaceful Coexistence, which in the year of their 60th anniversary could be effectively implemented in building a fair and equitable world order.
The parties jointly stressed the importance of enhancing coordination among the three countries in the UN, the G-20, BRIC, SCO and other similar formats. Among the regional affairs, the participants focused on the situation in Central Asia and Iran, in the Middle East including Syria and Iraq. The Afghan problem was also thoroughly discussed in the context of the challenges, related to the impending withdrawal of coalition forces from this country. The three parties agreed that more common efforts should be undertaken for strengthening the capacity of the Afghan state, encouraging internal ethnic reconciliation in bringing about self-governance, ensuring self-defense and expanding its developmental activities for the benefit of all the Afghan people.
The participants agreed that cooperation between Russia, India and China regarding these issues should be visibly enhanced, particularly taking into account the ?RIC-SCO? interaction potential.
The conference discussed the bilateral relations within the format of ?Russia-India-China?, paying special attention to Indo-Russian and Sino-Indian contacts. It was noted that generally, these relations have a positive trend thus contributing to further development of the trilateral format. Participants were also of the view that efforts should be made to further strengthen ecology, energy (including renewable one) and transport linkages among RIC countries. In this course it was suggested that the actual feasibility of extending the recently agreed Russia-China gas pipeline to India could be examined. In addition, connecting the railway network of all three countries could also be explored.
Each of the three delegations put forward a number of important proposals aimed at the greater efficiency of RIC interaction. All these suggestions have been taken into further consideration and study and would be submitted by each side to iis respective national government bodies.
The delegations were received by the Head of the Department of Asian and Pacific Cooperation at the Russia Foreign Ministry Mr. Khakimov B. M. A thorough discussion on the further development of partnership in the RIC was made.
The Indian and Chinese delegations thanked their Russian hosts for their warm hospitality and excellent arrangements and expressed their intention to continue their academic dialogue. Russian and Indian participants were pleased to accept the invitation of the Chinese side to take part in 14-th RIC academic forum next year in the PRC.
