Council selling Grade II listed flats in seaside town for £1 to keep out second homeowners

       Padstow: Ariel views show coastal town in Cornwall

       A council is selling listed flats worth more than half a million pounds for just £1 to create affordable housing.

       The cabinet of Cornwall Council has released 11 coastguard flats in Looe to Three Seas Community Land Trust after the trust offered to carry out a £1million refurbishment through grant funding.

       The flats were not sold on the open market as, according to deputy council leader Cllr David Harris, it would have resulted in "the loss of affordable housing provision in Looe", an area where there are high levels of second home ownership and holiday lets.

       He added: "A community-led redevelopment scheme would ensure the flats would still be used for affordable housing provision."

       The issue of second homes and holiday lets is a big one in Cornwall, with the county having the highest number of holiday homes in England.

       In 2021, Cornwall Live reported that there are over 13,000 properties in the county classed as second homes.

       Refurbishment by the council of the North Road building was deemed “financially unviable” in 2021 and was declared surplus to need. The flats are being sold to avoid high maintenance costs.

       With support from Looe councillors Edwina Hannaford and Armand Toms, Three Seas Community Land Trust offered to carry out a full refurbishment of the properties at a cost of over £1million.

       The project would be funded partially by Homes England, which supports the project.

       Cllr Edwina Hannaford said: “Providing secure affordable housing is incredibly important for the people of Looe.

       “The lack of affordable housing in Looe is a real emergency, replicated across Cornwall."
