Sir Keir Starmer announced a "groundbreaking" migrant returns deal in a joint press conference with Emmanuel Macron. The Prime Minister said he had agreed a one in, one out agreement with the French President to send back Channel arrivals in exchange for asylum seekers in France in a bid to finally get a grip on the issue.
Sir Keir said: "I am pleased to announce our agreement today on a groundbreaking returns pilot. For the very first time, migrants arriving via small boat will be detained and returned to France in short order."

During the press conference, Mr Macron blamed Brexit for a rise in the number of small boats crossing the Channel.
It comes as more than 21,000 people have arrived in the UK via the dangerous route so far in 2025 which is a record for this point in a year.

What is the new deal and how will it work?
The Prime Minister and French president agreed a plan to return small boats migrants, with an asylum seeker being sent to the UK in exchange in equal numbers.
Under the pilot scheme, people arriving on a small boat can be detained and returned to France for the first time.
Asylum seekers accepted to come to the UK under the deal would travel via a safe, legal route, "subject to strict security checks".
Those in France could express an interest to apply for asylum to the UK through an online platform developed by the Home Office, and would then carry out the standard visa application process and checks.
Priority will be given to people from countries where they are most likely to be granted asylum as genuine refugees, who are most likely to be exploited by smuggling gangs and also asylum seekers who have connections to the UK.
It is not clear the criteria for deciding which migrants who arrive in the UK by small boat will be sent back to France, but it is understood the pilot will start with adults and will be based on operational factors.
New arrivals will be screened at Manston processing centre, in Kent, which is current procedure, before individuals determined to be suitable for the pilot and for detention, will be picked and held in an immigration removal centre.
Their removal is expected to be made on the grounds of inadmissibility, that they have arrived from the UK from a safe country where their case can be heard instead, because an agreement is in place with France.
The inadmissibility rule is believed to have been introduced under 2021 immigration rules to replace agreements with the European Union after Brexit, and was further enacted under the Conservative government's Nationality and Borders Act 2022.
Migrants will be able to claim exceptional circumstances against the decision.
It is expected more widely that appeals will not be successful as asylum seekers will be returned to France which is a signatory of the European Convention on Human Rights and has an established asylum system.

No confirmation of how many small boat migrants will be sent back to France
There have been reports that, at first, just 50 migrants per week will be returned to France.
Critics say this is a tiny number, as it comes to just 2,600 per year - when more than 20,000 have already arrived in small boats so far in 2025.
But the Home Office is currently refusing to speculate about how many will be returned.
They are certainly not denying a number of around 50 per week is planned. This will fuel criticism of the scheme.
However, the Home Office, as well as Sir Keir in the press conference, have stressed that it will be a pilot scheme to start off with, and the number of cross-Channel migrants returned to France will increase in the future.

"The 'one-in, one-out' pilot announced today is an important starting point for stronger UK-France cooperation on migration and asylum. After successive deals between the UK and France focused on enforcement, this proposal finally begins to consider ways to protect some of the refugees living in Calais.

Shadow Home Secretary Chris Philp said: “Labour’s deal will only return one in every 17 illegal immigrants arriving. Allowing 94% of illegal immigrants to stay will make no difference whatsoever and have no deterrent effect.
“This is the latest catastrophic example that when Labour negotiates, the UK loses.
“Starmer’s first move in power was to rip up the Illegal Migration Act, scrap the Rwanda deterrent plan, weaken age checks and reopen the path to citizenship for illegal migrants. This is a green light to people smugglers.
“Labour promised to “smash the gangs”, but 2025 so far has been the worst year in history for illegal immigrants crossing the channel and 44,000 illegal immigrants have crossed since the election. Returning 50 illegal immigrants a week only represents 6% of these arrivals.
“The Conservatives would restore the Rwanda plan which Starmer cancelled just days before it was due to start. This would see 100% of illegal immigrants being immediately removed without judicial process. The Australian example showed that a 100% removals deterrent works. We will do the same here.
“We’ve had enough of Starmer’s weak and ineffective gimmicks.”

Asked how the UK will decide who to return, he says "I'm not going to go into the details of that".
It's still not clear how many people will be returned, but Sir Keir didn't respond to a suggestion from a journalist that it would be 50 per week - far fewer than the number arriving.
He has repeatedly stressed however that this is a pilot scheme and the numbers will go up.

Farage says he saw small boat migrants with his own eyes
Migrants are making the journey across the English Channel as Sir Keir Starmer and Emmanuel Macron are in crunch talks over a deal to curb the crossings.
Border Force vessels have been sent as part of the response to multiple boats on Thursday morning, according to HM coastguard.
A spokesman said: “HM Coastguard has been co-ordinating a response to multiple incidents involving small boats in the Channel this morning, 10 July.
“UK Border Force vessels have been sent as part of this response.”
Reform UK leader Nigel Farage posted on X that he was also in the Channel and saw 78 migrants, including four women and children.
Speaking to GB News from a boat in the Channel, he said: “This is a classic day in the English Channel over the last five years when the weather’s calm, or a red day, as they call it.
“You’ve got a migrant boat and we’ve seen it through the binoculars.
“There’s about 70 people on board, being escorted, all the way over by the French Navy and behind us, we have Border Force sitting on the 12-mile line, waiting for the handover.”

Small boat crisis is 'shared challenge' between UK and France
Defence Secretary John Healey has said tackling small boats crossing in the Channel is a “shared challenge” between France and the UK.
This comes as Sir Keir Starmer and French President Emmanuel Macron engage in talks to hammer out a migration deal during a Franco-British summit at Downing Street on Thursday.
Asked whether France could stop all the small boats crossing “overnight” if they wished to, Mr Healey told Sky News: “The discussions are only taking place because over the last year, we’ve been able to establish with the French a recognition that this is a shared challenge, that they are working together with us, and that’s the reason that we’ve seen increased beach patrols, more drone patrols.”
He added: “As a Government, we’re not interested in blame.
“We’re interested in taking the action together that can help reduce the number of small boats coming across, the number of lives also being lost in the Channel…
“And we’re interested in re-establishing the control of our borders that the previous government lost in the recent years.”

More defence co-operation also on the table
The key issue as talks between Keir Starmer and France's President Macron continue today will be ending small boat crossings.
But defence is also being discussed. The Franco-British summit will discuss the two countries’ means of deterrence “in the face of extreme threats” in Europe, Defence Secretary John Healey has said.
Asked about the 37th Franco-British summit to take place at Downing Street on Thursday, Mr Healey told Sky News: “It’s the first summit with a European ally since the end of Brexit, which is quite extraordinary, but it demonstrates the way that as a Government, we set out this last year to reset relations with key European allies.
“And France has always been our longest-standing ally.
“We’re close on military co-operation, so we’ll be announcing new co-ordination on nuclear co-operation, on research, on exercising, (and) on testing."
Mr Healey added the two nations will discuss increased co-operation of their militaries with a view to create “a force of 50,000 ready to activate to defend Europe”.

Starmer hoping for 'one in, one out' deal on migration
The Prime Minister hopes the French president will sign up to a “one in, one out” deal when they hold a Franco-British summit at Downing Street on Thursday, the last day of Mr Macron’s state visit to the UK.
Under the terms of the deal, Britain would accept migrants with links to the country in exchange for sending others back across the channel.
French newspaper Le Monde reported that some 50 migrants a week would initially be returned to France under the terms of the proposed deal, which it described as largely symbolic.
If such a deal were struck, it would only result in the return of a fraction of the 21,000 people who have made the channel crossing so far in 2025, a record for this point in a year.

Macron and Starmer preparing for crunch migration talks
When Emmanuel Macron and Sir Keir Starmer met in Downing Street on Wednesday, the small boats crisis appeared to be the mainstay of their conversations.
The pair agreed the crossings are a “shared priority that requires shared solutions”, a Downing Street spokesperson said.
They added: “The Prime Minister spoke of his Government’s toughening of the system in the past year to ensure rules are respected and enforced, including a massive surge in illegal working arrests to end the false promise of jobs that are used to sell spaces on boats.
“The two leaders agreed on the need to go further and make progress on new and innovative solutions, including a new deterrent to break the business model of these gangs.”
Both Mr Macron and Sir Keir aim for “concrete progress” on the matter at Thursday’s summit, No 10 said, as well as in other areas like support for Ukraine.

Fury over Keir Starmer's rumoured Channel migrant surrender to Macron - 'Pathetic!'
Keir Starmer has been slammed tonight after it emerged he may have caved in over his demands for a one-in-one-out illegal migrant returns deal with the French.
French media have claimed that Mr Macron, who is in Britain for a state visit, may only agree to a deal for 50 Channel migrants to be returned to France every week.
