Central Agency approval mandatory for Article 17 passport issuance

       KUWAIT CITY, May 11: In a recent development, security sources revealed to Al-Jarida that the Ministry of Interior, represented by the Nationality, Passports, and Residency Sector, convened a comprehensive meeting with the leaders of the Central Agency to Address the Conditions of Illegal Residents. The primary agenda of this gathering was to deliberate on the protocol for issuing passports in compliance with Article 17 for individuals categorized as “Bedoun.”

       According to the sources, discussions centered around the issuance of Article 17 passports to illegal residents (Bedouns) holding nationalities verified by the agency. The agency expressed reservations regarding the issuance of these passports to individuals who are demanding a modification of their status, asserting that such individuals are not entitled to these passports unless they are utilized for status adjustment or to seek treatment for incurable diseases.

       Furthermore, it was disclosed that the Naturalization Department has reached an agreement with the Central Bank to refrain from issuing Article 17 passports to any “Bedoun” individuals without prior approval from the agency. The administration had previously required security and criminal clearances for passport applicants. However, under the terms of the latest agreement, approval from the Central Agency will be an additional prerequisite for passport issuance.

       This development underscores ongoing efforts by the Ministry of Interior to streamline the process of passport issuance for individuals classified as “Bedoun” and address concerns regarding their legal status. By engaging in constructive dialogue with the Central Agency, authorities aim to ensure that passport issuance aligns with established regulations and serves the best interests of all stakeholders involved.
