PETALING JAYA: Kedah will move to Phase Two of the National Recovery Plan (NRP) tomorrow and with that, no other state in the country falls under Phase One.

Melaka and the Klang Valley, which covers Kuala Lumpur, Putrajaya and Selangor, meanwhile will move to Phase Three of the NRP.

Prime Minister Datuk Seri Ismail Sabri Yaakob (pic) said the transition of phases was made after taking into consideration the risk analysis conducted by the Health Ministry and the National Security Council (NSC).

“I would like to express my deepest thanks to the entirety of Keluarga Malaysia, especially the states that had worked hard in handling the pandemic in order to reach the set threshold values,’’ he said.

Ismail Sabri also said new relaxation of rules would be introduced in states under Phase Two and Phase Three.

“Official events, like seminars, by the government and private sectors are allowed in states under Phases Two and Three for guests who are fully vaccinated, with seating at 50% capacity of the premises.

“Those not fully vaccinated must undergo a pre-event test with a self-test kit before being allowed to attend. The test must be witnessed by the organisers or confirmed by a medical practitioner,” he said in a statement yesterday.

Ismail Sabri added that spectators would be allowed at sports and recreation venues in states under Phases Two, Three and Four.

“Only fully vaccinated spectators who use face masks throughout the sporting event will be allowed in; no food and beverage consumption is allowed in the stadiums.

“Those under the age of 18 are still barred from watching live sporting events,” he said.

Ismail Sabri also said vocational colleges in all phases would be allowed to open beginning Oct 15 following the reopening of the higher learning institutions.

“Currently, Malaysia’s Covid-19 infectivity rate – known as R0 is at 0.88 and the government is confident the downward trend of new cases will continue as the R0 is below 1.0.

“At the same time, the National Covid-19 Immunisation Programme for teenagers between the ages of 12 and 17 has recorded 1,217,386 doses.

“This is in line with the aim of vaccinating as many students as possible in view of the reopening of the schools in stages from October,” he said.

Ismail Sabri also said action would be taken against those who break home quarantine orders.

“The government views this matter seriously and strict action will be taken on those found guilty.

“While the government has allowed some leeway, I hope the public will continue complying with the standard operating procedure to break the chain of infection,” he said.
