He added: "Communities said there is no place for hate and no place for violence and what we heard last night was that communities had had enough and are taking back local areas. That is why they were there and that is what they were representing."
But, he said now 104 officers had been injured, receiving fractures, lesions and severe bruising.
There have now been 500 arrests of rioters and 150 people charged with more expected, as part of a huge effort from the criminal justice system.
Mr Stephens said: "Now the behaviour needs to change online and when it crosses the threshold into criminality we will deal with it."
