The Home Secretary, unveiling more details of the Afghan Citizens Resettlement Scheme, said those who promoted women's rights, freedom of speech and rule of law will be among those at the front of the queue.
Ms Patel said: "It is unimaginable for many of us to live in fear of being ourselves or not having access to even the most basic rights.
"That is why we are providing a safe haven for people at risk, including women and girls and minority groups so they rebuild safely."
The Government will this week legislate for Operation Warm Welcome, giving 20,000 refugees access to social housing, benefits and the right to work in the UK.
Ministers last night urged more councils to offer refuge as they set out how the authorities will receive £20,520 per Afghan refugee.
