Two former high-ranking U.S. officials who served as leaders in counterterrorism and cyber security have joined the RAND Corporation as senior researchers.

Andrew Liepman is a senior policy analyst who joined RAND after serving as principal deputy director of the National Counterterrorism Center, the U.S. government's knowledge bank on international terrorism. He also served for five years as head of the intelligence directorate at the National Counterterrorism Center, as well as holding other high-level positions during his 30-year CIA career.

David Senty is a RAND senior fellow who previously served as chief of staff at the U.S. Cyber Command, which plans and coordinates efforts to protect the information networks of the U.S. Department of Defense. A retired Air Force major general, Senty served in a wide variety of leadership and operational positions in the Air Force and the CIA during his government career.

Liepman and Senty will work on research projects related to counterterrorism, cyber security and national defense topics. Both are based in RAND's Washington, D.C. office.
