The Prime Minister bowed to the demands of world football authorities who threatened to expel English teams from Euro 2028 over “government interference”.
His latest u-turn followed pressure from Uefa to scrap a controversial clause that would have required the new independent football regulator to take into account “foreign and trade policy” when making decisions about club owners and directors.
But Lisa Nandy confirmed the requirement to consider government foreign policy has been ditched to “cement [the] regulator’s full independence”.
The Culture Secretary said: “English football is one of our greatest exports and a source of national pride which this Government wants to see thrive for generations to come.
“But for too long, financial instability has meant loyal fans and whole communities have risked losing their cherished clubs as a result of mismanagement and reckless spending.”
Ministers will address the “significant issues” facing the financial sustainability of elite men’s football in England tomorrow with the introduction of a Football Governance Bill in the House of Lords.

This includes football fans being consulted on ticket pricing and stadium relocations as part of the Government’s plans to overhaul the sport’s governing rules.
Ms Nandy said: “This Bill seeks to properly redress the balance, putting fans back at the heart of the game, taking on rogue owners and crucially helping to put clubs up and down the country on a sound financial footing.”
Uefa had previously warned the Labour administration that there are several areas of the Football Governance Bill that could have crossed the line and be seen as government interference in football.
Theodore Theodoridis , the general secretary of the European football’s governing body, wrote to Ms Nandy to warn that government interference would not be accepted and that “the ultimate sanction for which would be excluding the federation from Uefa and teams from competition”.
The legislation will grant powers to a body that is independent from government and football authorities to oversee clubs in England's top five tiers.

It follows the attempted breakaway European Super League, and a series of high-profile cases of clubs being financially mismanaged.
The Regulator will now have the power to compel clubs to democratically select the fan representatives that it must engage with, rather than clubs making a unilateral decision.
Elite Premier League clubs will also have to give relegated teams a share of the bonanza from TV rights and other lucrative income sources.
