       Sir Keir Starmer has been accused of already sidelining London Mayor Sadiq Khan with yesterday’s set-piece King’s Speech.

       The long list of policies included a new English Devolution Bill, that will move swathes of powers out of Whitehall and into the hands of local elected mayors.

       However, it has been quickly spotted that some key demands by Sadiq Khan were not included in the new devolution offering, suggesting that the new Labour Prime Minister is reluctant to give the London Mayor.

       Prior to the General Election, Mr Khan had been begging for new powers to renationalise some of London’s suburban rail services and take them under the control of TfL.

       He has also spent years demanding new powers to introduce rent freezes in London, after having spent years being slapped down by the Conservatives.

       Neither of these two key demands for the controversial Labour mayor were met by yesterday’s King’s Speech.

       While the Government did announce a new railway renationalisation bill, it will not allow Mr Khan to take over suburban services.

       Nor did it move to introduce rent controls anywhere in the UK.

       The London Assembly Tories have now claimed both snubs are proof that Keir Starmer is “reluctant” to give Mr Khan any further control given his unpopular track record in City Hall.

       Assembly member Neil Garratt told The Express: “Despite commitments made in Sadiq Khan’s last manifesto, there was no legislation here on nationalising suburban rail services into London, or providing powers to implement rent controls - suggesting Labour Ministers are less than enthusiastic about some of the Mayor’s plans”.

       “Just as the previous government were reluctant to give the Mayor further powers based on his current track record, this new Labour government appear to be of the same view."

       Mr Khan is now also begging Rachel Reeves for an enormous injection of cash into London’s transport network, prompting warnings that this is a crucial test of whether the new Chancellor really is serious about being responsible with the nation’s finances.

       On Tuesday, Mr Khan issued a demand for more than £500 million from the taxpayer to upgrade trains and trams in London.

       This huge sum is double what the previous Conservative Government granted him for the 2024-25 financial year.

       TfL says the amount would remove the current need for annual funding negotiations, and make it more efficient to buy new infrastructure such as trains.

       A spokesman for the Department for Transport didn’t rule out meeting Mr Khan’s demands, telling The Telegraph: “We’re working with the mayor on funding plans for transport in the capital, providing value for money and lasting benefits for the public”.

       The new Transport Secretary, Louise Haigh, has also said that she would favour a long-term strategy on the procurement of TfL rolling stock.

       Mr Garratt similarly took a swipe at Mr Khan’s demand, observing that the Mayor could have funded many of these projects already had he “made prudent use of the money he already has… instead of choosing to waste money on short-term pre-election giveaways”.

       “This is the first real test of Sadiq Khan’s much-promised relationship with the new Labour government.
