Crystal Pryor says the alarm is keeping her awake at night
The piercing sound can be heard from a mile away and has been blaring continuously 24 hours a day.
Families at Staner Court in Newington, Kent, have complained to council chiefs, but the alarm has been blasting for seven days.
Crystal Pryor, 19, has said the noise from the alarm is damaging her ability to perform well in job interviews.
She said: "I'm so tired. I live with my sister and her one-year-old son.

"The noise just won't stop.
"I'm turning up to job interviews looking exhausted."
She's annoyed because her son can't sleep at all as the noise is keeping him up.
Crystal added: "First of all, I thought it was a house alarm but I'm not sure if it's on top of the building or not.
"I saw some people taking off scaffolding from the top of the building - it might have something to do with that.
"I was hoping it would stop like it did before. It hasn't because it's going on for ages.
"I know other people have tried calling the council but they don't register this building.
"I talked to a lady downstairs today and they tried phoning them up but they don't register the building.
"It doesn't make any sense to me."
Council chiefs said the alarm was coming from a resident's property and is not the building's fire alarm.
The relentless noise
The alarm has sounded before, but it was resolved within 24 hours.
It began blaring again on Tuesday last week but locals do not know why it has gone off.
Some are resorting to wearing earplugs at night to try and catch a few hours kip.
Penny Brent, 66, a former teacher, said: "It's this never-stopping loud, almost whistling, sound.
"My son got my headphones for Christmas so I'm wearing those during the day and earplugs at night.
"It's absolutely awful.
"I have no idea where it's coming from. I've tried calling the council and all they've said is that they're looking into it.
"It needs to stop."
Local councillors have urged housing officers to fix the alarm.
Newington councillor Rick Everitt said: "I have raised it with officers to address as a matter of urgency.
"Clearly the situation as described is not acceptable."
A man, who gave his name as Brian, said: "I've got two dogs and they freak out at anything loud, so staying in the flat wasn't an option."
Another resident told Kent Online: "The alarm is still going off and it is deafening.
"It has been going on since last Tuesday from the block and it is really loud and waking up everyone’s kids.
"My daughter gets the bus home from Ramsgate Railway Station and that is about a mile away and she can hear it."
They added: "My ears are ringing when I’m not even near it and it has been going for a week now."
A Thanet District Council spokesperson said: "We have been made aware of an alarm sounding at Staner Court in Ramsgate.
"The alarm is the property of a resident and is not the Staner Court fire alarm.
"As we have concerns regarding the resident’s welfare, we have made contact with the relevant agencies, and will continue to seek appropriate support.
“Our intention is to deal with the alarm using the legal options available to us.”
