CTC ‘delays’ 13 road beautification projects despite budget availability

       KUWAIT CITY, Sept 6: Despite the availability of a special budget for 13 projects for the beautification of the streets of Kuwait, the Central Tenders Committee (CTC) delayed in offering them to the companies, which led to significant damage to the crops on which the state spent millions of dinars over many years, reports Al-Rai daily. According to informed sources, the CTC specified in its law in 2017 two ways to offer tenders.

       The first is pre-qualification or limited tendering, which is when a number of companies are identified for tendering, like what happened recently with the agricultural contracts in the Kuwait Oil Company. As for the other method, it is a technical and financial proposal. In this case, the companies submit two proposals. The first is technical studies of their capabilities, capital and projects that they have previously undertaken, which would be like a CV for them. In another circumstance, the price offered for the tender is presented, after which the Public Authority for Agricultural Affairs and Fish Resources (PAAAFR) opens the first envelope to qualify the company technically, and then the second envelope is opened to display the price and approve the award, according to the stipulated procedures.

       Rejected

       The sources said, “The technical proposal was rejected by CTC, which asked PAAAFR to offer the financial system only, but the authority refused, considering that this opens the way for tendering to companies that are not technically qualified. Also, it is not possible to hand over a company that does not have the necessary work ingredients for it to implement, maintain and farm”. They indicated that CTC refuses to apply the principle of “low prices” stipulated in the law, which allows companies to offer prices lower than the market price, and thus resulting in their inability to complete the required work during the contract period. Also, the sources revealed that the PAAAFR sent the Sabah Al-Ahmad City Agriculture project to CTC in 2019 but despite the availability of the budget set by the Ministry of Finance, it has not been put forward so far.
