A total of £13billion has been wasted since 2010 by mismanagement, mistakes and avoidable fines, claims a Labour dossier.
If the waste had been halted, funding could have been provided to strengthen the armed forces.
Cuts to troops, warplanes, ships and vital kit could have been avoided.
Shadow defence secretary John Healey called Defence “a uniquely failing department”.

£4billion has been wasted since current Defence Secretary Ben Wallace took over in 2019.
But an MoD spokesman insisted: “The Government’s provided £24billion extra investment.”
And a a senior MoD source last night pointed out that the last Labour government left a £38billion black hole in their Budget.
