       And she left behind a guilt-ridden younger sister who struggled to come to grips with the horrifying death.

       Billie-Jo Jenkins has a sister named Margaret who was left devastated by the heartbreaking death.

       Margaret was nine when her teenage sister was killed but the pair did not live together.

       Billie-Jo was nine when she was placed in foster care with Si？n and Lois Jenkins after her biological father was sent to prison and her mother was unable to cope.

       She spent five years with the family and was described as a "fun-loving" child.

       In an interview with the Mirror in 2006, Margaret revealed she wished she had been foster by Si？n and Lois instead in a hope Billie-Jo would still be here.

       She said: "I wish it had been me not Billie, I truly do. She was the best big sister in the entire world and would have made the best mother one day.

       "You get pictures in your head of what Billie went through. They torment you. They hurt you inside, in your head, your stomach and heart.

       "I feel guilty, or some other feeling which I don't think has a word but it is really horrible.

       "It's a mix of sadness, regret, guilt, utter grief, all the worst things rolled into one. Because I was the youngest I stayed with dad's family and Billie was fostered. If only I had been the older one."

       Si？n and Lois Jenkins, who happened to have the same last name as Billie-Jo and Margaret, already had four daughters of their own.

       Following Jenkins' acquittal, his ex-wife Lois alleged he had been violent to her and their four daughters.

       Jenkins, who remarried, has repeatedly demanded police reinvestigate the murder and accused them of lacking the courage to face mistakes.

       He has also repeatedly claimed he fears his foster daughter was killed by a "prowler".

       The 13-year-old was battered over the head with an 18in iron tent peg as she painted patio doors.

       On February 15, 1997, Billie-Jo was painting the patio doors at the back of the house when she was struck at least five times on the head.

       She was found in the back garden of the family home, bludgeoned to death with the peg.

       At the time, she had been alone with the rest of her family out of the property.

       The school girl was hoping for a new life with her foster family in East Sussex before she was brutally killed.
