Ms Hall claimed Mr Khan would need to introduce a pay-per-mile scheme for drivers to pay for his pledges.
She said: “Sadiq Khan’s manifesto is uncosted and irresponsible, with over £1billion of unfunded commitments that can only be paid for if he brings in pay-per-mile and slashes the police budget.

“I am listening to Londoners, which is why I will cut the waste at City Hall and TfL and focus on making our city safer for everyone, with 1,500 additional officers, two new police bases in every borough, and a return to borough-based policing so your police are local to you.
“I will scrap Sadiq Khan’s ULEZ expansion and pay-per-mile plans on day one, because my plans can be paid for without hitting drivers.”
Ms Hall claimed the London Mayor has not explained how he will fund commitments including universal free school meals over four years and freezing Transport for London fares for the full term.
Free school meals would cost £560million and TfL fares would be another half a billion pounds, according to analysis by the Tories.
It comes as Mr Khan, who has denied he will bring in pay-per-mile charging, is seeking an unprecedented third term in City Hall when Londoners go to the polls on May 2.
Labour accused Ms Hall of having a £500million black hole in her spending plans when she unveiled her manifesto earlier this week.
A spokesperson for Mr Khan said: "We now have official confirmation that the Tory candidate Susan Hall would cancel universal free school meals and would raise Londoners’ travel fares. She won’t reform the Met.
