MP calls for expat travel hold for unpaid fees, fines

       KUWAIT CITY, May 24: MP Osama Al-Menawer has submitted a bill to amend Amiri Decree No. 17/1959 on the residency of foreigners. He proposed adding an article to the decree obligating foreigners to settle unpaid fees in public institutions and traffic fines, if any, before leaving the country permanently or temporarily whether their residency permits are valid or not. The bill does not apply to citizens of other Gulf Cooperation Council (GCC) countries, members of diplomatic delegations, Kuwaiti passport holders and expatriates working in the public sector whose indemnity covers the total amount of unpaid fees. The interior minister is authorized to exempt other categories in the interest of the public.

       Meanwhile, Al-Menawer asked Deputy Prime Minister, Minister of Oil and State Minister for Cabinet Affairs Muhammad Al-Fares to provide him with copies of laws and decrees ratified by previous and current parliaments whose executive regulations have yet to be issued. He wants to know the causes of delay, role of the Legal Advice and Legislation Department in following up the issuance of executive regulations, and if public institutions or ministries have the right to issue the executive regulations without consulting the department.

       On the other hand, MP Abdullah Al-Mudaf asked the minister of Amiri Diwan about the claims of officials at the Public Authority for Agricultural Affairs and Fish Resources (PAAAFR) that plots were illegally distributed as per ‘higher directives’. He pointed out that most corruption cases are due to ‘higher directives’, citing as an example the Kuwait Army Fund case. By Saeed Mahmoud Saleh Arab Times Staff
