       KUWAIT CITY, Oct 7: The decision issued by the Public Authority for Manpower (PAM) 14 months ago to ban the issuance of work permits for non-graduate expatriates who are 60 years and above, has been nullified by the Fatwa and Legislation Department of the Council of Ministers saying there is no legal basis to ban issuing work permits for this category of expatriates, reports Al-Rai daily. The opinion says, the decision issued by the Director of the Public Authority for Manpower in August 2020 does not exist legally, as it was issued by someone who is not competent to issue it, and that the director of the authority is not authorized to issue rules and procedures for granting work permits.

       Meanwhile, Al-Qabas daily said the shuttle moves led by the head of the Kuwait Chamber of Commerce and Industry, Muhammad Jassim Al-Saqer, resulted in the Fatwa and Legislation Department issuing its opinion today, Thursday, that the decision to prevent the issuance of work permits for non-graduate expatriates 60 years old and above is legally invalid, and should be cancelled.

       Al-Saqer’s move, which culminated from Kuwait’s humanity and its interest in human rights issues, was preceded by numerous meetings with officials of various authorities in the country, in order to discuss the negative economic and humanitarian effects that this flawed decision would have left in the long run. Al-Saqer’s moves led to a series of meetings to discuss the repercussions of the decision, and eventually led the Minister of Commerce to ask the Fatwa and Legislation Department if the decision was legally sound. The fatwa’s answer was decisive that the decision was not correct.
