A white sedan drove into the parking lot of an apartment complex in the 1600 block of Brightseat Road about 8:20 p.m., Aziz said.
A man got out of the car and began to fire at “multiple units,” the chief said.
The boy was struck and killed, Aziz said.
The man was not identified and no explanation for the gunfire was immediately available.
It was not clear who, if anyone, was a target.
As of late Tuesday, no arrest had been reported.

“Our hearts are heavy,” Aziz said in brief remarks delivered at the scene.
“We intend to find the person responsible,” he added.
The boy was not named in preliminary accounts.
The site is in a residential area of brick, garden-style apartments with balconies and large windows.
It is just southwest of Landover Road and the Capital Beltway, and is just east of FedEx Field and its parking lots.
