Witnesses in the area of 14th Street NW saw a person in a black sedan shooting towards the sidewalk.
Footage of the incident shows people fleeing from outdoor cafe tables as gunshots are heard.
DC Police Department issued a statement regarding the incident in their Twitter account.
They wrote: “Shooting at the intersection of 14th / Riggs Street, NW.
“Lookout is for a B/M male wearing a lime green/yellow hooded sweater fleeing in a older black Honda Civic with DC Tags last seen eastbound towards S Street, NW.”
One witness reported seeing medics take a man “with what looks like a gunshot to the chest” out of Mexicue, one of the restaurants in the area.
The ambulance crew is then said to have “loaded him into an ambulance”.
They tweeted: “Another man on the street also looks like he took a bullet. Scary night on one of the busiest streets in DC.”
CNN anchor Jim Acosta uploaded a video interview with a man who claimed to have witnessed the incident.
In the video, the man said: “So, I was doing the breakdown. We had just ended at eight o’clock - it might’ve been like 8.05.
“A lot of people were shocked for about five seconds until they realised what was happening. But at the same time it happened in less than a minute."
He added: “The guy who got shot I saw him running back and forth."
