Leicestershire Police said that officers were called to an address in Lincoln Street at 5.59pm on Saturday.
This followed a report that a woman in her 50s had been found dead inside a home.
However, as the dead woman has not as yet been formally identified she cannot be publicly named at this time, the force added.
Local residents said the woman, who had reportedly lived at her top floor flat in Highfields for 20 years, was “popular” and “really well-liked” in the community.
One said: “It’s a terrible thing to have happened.
“Suddenly the place was swarming with cops and we were shocked to find out that one of our neighbours had been murdered.
“The house is still cordoned off and forensic teams searching inside.”
Matthew was arrested in Peterborough, Cambs, on Sunday, Leicestershire Police said.

Det Insp Kenny Henry, leading the investigation, said: “A man made himself known to police in Peterborough this morning and has been arrested on suspicion of murder.
“Our enquiries are still in their early stages but at this time, we are not looking for anyone else in connection with this incident.
"I would like to reiterate to the local community that there is nothing to suggest the woman’s death is linked to another incident in the same area earlier in the week.
“However, I would like to speak to anyone who saw or heard anything suspicious, unusual or untoward in Lincoln Street [Saturday] afternoon and who has not yet come forward.
"Any information you have could help my investigation.”
2ND MURDER IN DAYS
He was referring to the woman being found murdered days after a teenager was stabbed to death less than a mile away.
In the unrelated case, Abdirahim Mohamed, 18, was found suffering from stab wounds in Melbourne Street, in the city's Spinney Hills area, last Wednesday night.
Officers were called to the scene just before midnight to a report of a "severely injured man".
The teen died shortly afterwards in the early hours of Thursday morning.
On Friday, Leicestershire Police said two men, both aged 29 and from Leicester, had been arrested on suspicion of murder.
Both remain in police custody to be questioned by detectives.
Officers previously arrested a 58-year-old man, also on suspicion of murder, in connection with the crime.
