THE Malaysian Family Aspiration programme, or Aspirasi Keluarga Malaysia, is a time frame set to measure Cabinet ministers’ performances during their first 100 days in office beginning Sept 1, 2021.Datuk Seri Dr Noraini Ahmad is Minister of Higher Education
Known commonly as AKM 100 Hari, the six main focus areas of the programme are:
> Restructure the economy
> Ensure the safety and peace of the nation
> Boost the communities’ welfare
> Improve infrastructures
> Strengthen national unity
> Empower service delivery
From these six focus areas, the Ministry of Higher Education (MoHE) helmed by Datuk Seri Dr Noraini Ahmad has outlined four specific aspirations that are supported by individual programmes to aid the nation as a whole and the higher education community in particular.
FOOD@CAMPUS Keluarga Malaysia
First is the distribution of food vouchers through the FOOD@CAMPUS Keluarga Malaysia programme which targets the B40 income group.
MoHE aims to distribute 443,760 food vouchers valued at RM15 each to 88,752 students.
This programme was implemented on Oct 18, 2021 and involves an allocation of RM6.6mil.
As of Oct 11, 382,259 food vouchers have been distributed and the remaining vouchers will be given out throughout November.
VACC2CAMPUS
Second is the administration of vaccines to members of higher education institutions (HEIs) through the VACC2CAMPUS programme.
This programme aims to establish a safe campus community in line with the reopening of campuses which began on Oct 15, 2021.
Currently, 959,917 (84%) of 1.15 million students and 126,552 (96%) of HEI staff have completed two doses of vaccination.
With the aid of various parties such as the Covid-19 Immunisation Task Force (CITF), it is estimated that 100% of HEI members will be fully vaccinated by Dec 7, 2021.
MoHE’s VACC2CAMPUS programme aims to have 100% of members of higher education institutions fully vaccinated by Dec 7, 2021.
RTK@CAMPUS
Third is to supply rapid test kits (RTK) to HEI students through the RTK@CAMPUS programme.
The RTK are meant for existing and new students as well as those living off-campus who travel frequently to campus exhibiting covid-19 symptoms.
A total of 1.16 million RTK costing RM17.5mil will be supplied to HEIs. At present, 1,169,728 kits have been distributed to HEIs.
GETHIRED@KPT
Fourth is providing jobs and income generation opportunities to HEI students through the GETHIRED@KPT programme.
MoHE targets for at least 13,000 local students to receive employment and income generation opportunities between September and November 2021.
To achieve this, four programmes have been implemented: Penjana KPT-CAP, graduate employability intervention, structured internship, and entrepreneurship programme.
At the moment, 13,231 Malaysian students have received job placements and income generation opportunities.
More than measurements
The fulfilment of these aspirations will directly and indirectly contribute to the success of Malaysia’s Vision of Shared Prosperity 2030, the 12th Malaysia Plan and the Malaysia Education Blueprint (Higher Education) 2015-2025 – besides supporting the National Recovery Plan.
MoHE’s basis for choosing these four aspirations were based on three criteria – being in line with current implemented policies, they are of high impact and they are measurable.
Additionally, the programmes were designed to not incur additional financial costs to the government as they are funded by available internal savings.
Essentially, the AKM 100 Hari programme is more than merely setting and measuring achievements within the given timeframe.
It is to prove that the Cabinet ministers are committed towards improving the well-being of our Keluarga Malaysia (Malaysian family) which goes beyond bloodlines, race or creed.
The spirit of the Keluarga Malaysia is achieved when we Malaysians fully embody the values of respect, unity, acceptance and continuous support for one another.
The effort we put in today will not only benefit our nation in the near future, but also the generations to come.
To commensurate the notion of Keluarga Malaysia, let us work together to strengthen our family.
