RISHI Sunak will declare war on “pedicab” riders who are ripping people off on nights out in the capital.
Legislation for licensing the rickshaws is expected to be outlined in November when the PM sets out his priorities, the Sun on Sunday understands.

New rules — tipped to be in the King’s Speech — could force riders to obtain a licence and obey rules on prices and safety.
It follows horror stories of a man being charged ￡500 for a ten-minute journey, and a woman fleeced ￡450 for a seven-minute ride.
Last year, a pedicab was blamed for causing a fire in a railway arch under London Bridge railway station, leading to train disruptions and the evacuation of buildings.
Many complaints have been made about riders blocking pavements and locals are fed up with the cabs blaring out loud music.
In a few cases, councils have handed out fines to operators for over-charging and playing music too loudly, but authorities are generally pleading for the industry to be regulated.
Nickie Aiken, Tory MP for Cities of London and Westminster, has been campaigning on the issue for years.
She said: “Pedicab licensing is desperately needed in London.
“I’ve been in the West End this summer and it’s more like the Wild West and it’s getting worse.

“My previous two private members’ bills failed and the only way it will succeed is through government time.
“I’ve been in constant discussions with No10. Plans for a transport bill were dropped and I am keeping everything crossed for the King’s Speech.”
